This study follows a tow stage approach. The first analyzes the Syrian agricultural Policy, wherein, certain regional targets have been indicated such as areas to be annually planted with citrus or green houses along with tools of enforcement, support, and monitoring. The area allocated for each crop (green house production or citrus farm) has attractive supporting tools that start with getting a license from the local directorate of agriculture (through an affiliated institute representing the Ministry of Agriculture at the province level) to plant certain crops. This license allows the farmer to access a variety of incentives like getting fertilizers for special low prices, getting certified seedlings for low prices, and so on. The second analyzes uses Remote Sensing (RS) and Geographical Information System (GIS) to map land use land cover changes in using time series of satellite image. Landsat Thematic Mapper (TM) and Enhanced Thematic Mapper plus (ETM+) were used intensively. Four images of TM (from 1987, 1998, 2006 and 2010) and two of ETM+ (from 1999, and 2002) were used to trace the land use land cover changes. In this research, the main target is to delineate the areas of green house and citrus farm that have a direct link to certain agricultural targets within the long term planning. The classifications result formed preliminary maps of land use land cover at different dates which correspond to same dates of the application of the Policy.
